President approves new composition of the Commission for Ukraine’s Partnership with the North Atlantic Treaty Organization

On 14 January 2014, the President of Ukraine signed a Decree “On Amendments to the Decree of the President of Ukraine of 18 November 2010 № 1039 and of 3 March 2011 № 266”, with which the new composition of the Commission for Ukraine’s Partnership with the North Atlantic Treaty Organization was approved.

Approval of the Presidential Decree introduced changes into personal composition of the Commission in compliance with the staff changes at central executive authorities and other state bodies of Ukraine, representatives of which are members of the Commission.

This will ensure the legitimacy of activity of the Commission and facilitate the effective exercise by the Commission of functions conferred upon it by the State’s leadership.

The Commission is headed by the Minister of Foreign Affairs of Ukraine. It consists of five National Coordinators for NATO-Ukraine cooperation in key spheres at the level of first deputy / deputy heads of the Foreign Ministry, Defence Ministry, Ministry of Finance, Ministry of Justice and the Security Service, and of representatives of the Presidential Administration, Cabinet of Ministers Secretariat and Apparatus of the National Defence and Security Council.

Thus, according to the Presidents Decree of 14 January 2014 the composition of the Commission for Ukraine's partnership with the North Atlantic Treaty Organisation is as follows:

Mr. Leonid Kozhara - Minister of Foreign Affairs of Ukraine, Chairman of the Commission

Mr. Ruslan Demchenko - Deputy Minister for Foreign Affairs of Ukraine, National Coordinator for Ukraine's partnership with NATO in the sphere of foreign policy and economy, Deputy Chairman of the Commission

Mr. Oleksandr Aleksandrovych – Director General for International Security and Disarmament, Ministry of Foreign Affairs of Ukraine, Secretary of the Commission

Mrs. Inna Emelyanova - First Deputy Minister of Justice of Ukraine, National Coordinator for Ukraine's partnership with NATO in the sphere of legal issues

Mr. Sergiy Kamyshev - Deputy Head of the Secretariat of the Cabinet of Ministers of Ukraine

Mr. Oleksandr Medvedko – First Deputy Secretary of the National Security and Defence Council of Ukraine

Mr. Oleksandr Oliynyk - First Deputy Minister of Defence of Ukraine, National Coordinator for Ukraine's partnership with NATO in the defence and military sphere

Mr. Sergiy Popik - Deputy Head of the Main Office for Foreign and Integration Processes - Head of Department for global integration processes, Administration of the President of Ukraine

Mr. Volodymyr Porodko - Deputy Head of the Security Service of Ukraine, National Coordinator for Ukraine's partnership with NATO in the security sphere

Mr. Sergiy Rybak - Deputy Minister of Finance of Ukraine, National Coordinator for Ukraine's partnership with NATO in the field of resource (financial) support.

As you know, the Commission for Ukraine’s Partnership with the North Atlantic Treaty Organization was established as a subsidiary body to the President of Ukraine in November 2010 with the aim of coordinating internal efforts to develop constructive partnership between Ukraine and NATO on issues of mutual interest. The members of the Commission were appointed in March 2011.

Taking into account the staff changes at Ukrainian agencies and ministries, representatives of which are members of the Commission, the new composition of this body was approved by the President of Ukraine in order to ensure the legitimacy of activity of the Commission facilitate the effective exercise of the functions conferred upon it by the State’s leadership.

Note: one of the tasks of the foreign policy of Ukraine in the field of national security is to continue constructive partnership between Ukraine and the North Atlantic Treaty Organisation on all issues of mutual interest.

In order to ensure proper coordination of internal efforts to develop cooperation between Ukraine and NATO, the Commission for Ukraine's partnership with the North Atlantic treaty Organisation as a subsidiary body to the President of Ukraine was established by the Decree of the President of Ukraine of 18 November 2010 № 1039/2010. The first personal composition of the Commission was approved by the Decree of the President of Ukraine of 3 March 2011 № 266/2011.
