On February 27, 2014 the Ministry of Foreign Affairs of Ukraine summoned Charge d'Affaires ad interim of the Russian Federation to Ukraine Andrii Vorobiev.
The Foreign Ministry handed over a Note Verbale concerning immediate bilateral consultations under Article 7 of the Treaty of Friendship, Cooperation and Partnership between Ukraine and the Russian Federation of May 31, 1997. In another Note Verbale the Ukrainian Side requested to refrain from moving outside the deployment of the military units of the Russian Federation Black Sea Fleet, located temporarily on the territory of Ukraine.
It was also emphasized that the Russian Federation as the state-guarantor under the Budapest Memorandum dated December 5, 1994 bears an obligation to respect independence, sovereignty and the existing borders of Ukraine.
