1. On September 4-6, 2017, at the invitation of the Deputy Prime-minister, Minister of Foreign Affairs of the Socialist Republic of Viet Nam Mr.Pham Binh Minh the Minister of Foreign Affairs of Ukraine Mr.Pavlo Klimkin paid an official visit to Viet Nam.
In the framework of the visit the Minister of Foreign Affairs of Ukraine had a meeting with the Prime-minister of the Socialist Republic of Viet Nam Mr.Nguyen Xuan Phuc, held talks with the Deputy Prime-minister, Minister of Foreign Affairs of the Socialist Republic of Viet Nam Pham Binh Minh, had a meeting with the Minister of Industry and Trade of Viet Nam Mr. Tran Tuan Anh. The talks were held in the atmosphere of trust and mutual understanding.
2. The parties expressed the satisfaction with the increased activity of the political contacts, constant elevation of the level of mutual understanding and trust between the leaders of the two countries.
3. Taking into account the history of friendly relations between Ukraine and Viet Nam and the current level of bilateral interaction, on the basis of the need for further development of mutually beneficial bilateral cooperation, the Ministries of Foreign Affairs of Ukraine and the Socialist Republic of Viet Nam agreed to encourage, facilitate the implementation of the following steps by the relevant ministries and agencies of the two countries to bring the bilateral relations to a higher level:
I. Political interaction
- to make regular and efficient exchange of visits at different levels;
- to encourage the development of contacts between local authorities , non-governmental organizations, professional associations of the two countries;
- to implement the Plan of consultations between the Ministries of Foreign Affairs of the two countries for the period of 2018-2019;
- to ensure close interaction in the framework of UN and other international organizations in particular in the context of Ukraine’s intentions to activate its cooperation with ASEAN and ASEM.
II. Cooperation in other fields
- to facilitate visits exchange between the Ministry of Ukraine and Ministry of Defense of the Socialist Republic of Viet Nam;
- to facilitate efficient implementation of the agreements in the area of economics reached by the leaders of the two countries;
- to coordinate of the meeting of the Intergovernmental Commission on trade, economic, scientific and technical cooperation between Ukraine and Viet Nam in October of 2017 (the city of Kyiv);
- to improve the legislative framework for cooperation by signing new bilateral agreements in particular the agreements on cooperation in agriculture;
- to contribute to the development of bilateral trade and investment cooperation, setting up joint ventures, active mutual participation in trade fares and exhibitions in Ukraine and the Socialist Republic of Viet Nam;
- to pay attention to the development of bilateral cooperation in metallurgy, machine-building, chemical industry, energy and coal-mining;
- to expand the contacts between the banking establishments in Ukraine and the Socialist Republic of Viet Nam;
- to encourage the implementation of scientific cooperation projects.
III. Cultural and humanity
- to promote the development of cooperation in tourism;
- to explore the opportunities for mutual liberalization of the visa regime for the citizens of Ukraine and the Socialist Republic of Viet Nam visiting the countries with tourist or business purposes.
V. Issues related to the citizens of Ukraine staying in the Socialist Republic of Viet Nam and the citizens of Socialist Republic of Viet Nam staying in Ukraine
On the basis of friendly relations, traditionally close ties between the peoples of the two countries, on the grounds of legislations of Ukraine and the Socialist Republic of Viet Nam, the Parties will continue the joint work to create the needed favorable conditions for the citizens of Ukraine in the Socialist Republic of Viet Nam and the citizens of the Socialist Republic of Viet Nam in Ukraine for their residence, work and integration into the societies.
4. Effective and comprehensive implementation of the above-mentioned measures is to consolidate and develop the traditional friendship, comprehensive partnership and cooperation between Ukraine and Viet Nam towards the possibility of elevating the bilateral cooperation to a new level in the future.
