The second Ukraine – U.S. Cybersecurity Dialogue took place in Kyiv, Ukraine, on November 5, 2018.
The Ukrainian delegation consisted of representatives from the Ministry of Foreign Affairs, National Security and Defense Council, Ministry of Defense, Ministry of Energy and Coal Industry, State Security Service of Ukraine, State Service for Special Communication and Information Protection, Foreign Intelligence Service, Department of Cyber Police of National Police, State Financial Monitoring Service, National Bank, Central Election Commission, National Institute for Strategic Studies, and National Securities and Stock Market Commission. The U.S. delegation included expert-level participants from the Departments of State, Homeland Security, Energy, and Defense, as well as the Federal Bureau of Investigation and the U.S. Agency for International Development.
Ukraine and the United States reaffirmed their commitment to promoting an open, interoperable, reliable, and secure cyber space, and to enhancing bilateral cybersecurity cooperation on combatting cyber threats of mutual concern.
Ukraine and the United States exchanged information on their respective national cyber policy developments over the last year, discussed cyber threat trends, and identified areas for cooperation. Both sides expressed their support for a framework for responsible state behavior in cyberspace. Such a framework should affirm the applicability of international law to state behavior in cyberspace; promote non-binding, voluntary norms of responsible state behavior during peacetime; implement practical confidence building measures; and establish a whole-of-government approach to cyber policy issues.
As a demonstration of the U.S. commitment to supporting cybersecurity in Ukraine, the United States is providing $10 million in cybersecurity assistance for Ukraine. The two sides discussed the new assistance projects, which will aim to strengthen the cybersecurity of Ukraine’s election systems and critical infrastructure, support implementation of Ukraine’s national cyber strategy, enhance cyber incident response capacity, raise cybersecurity awareness, and provide trainings on cybersecurity workforce development and digital forensics.
