Freedom of movement and progress in the EU-Ukraine visa-free dialogue were discussed at the meeting of Minister of Foreign Affairs of Ukraine Mr. Kozhara and EU Commissioner for Home Affairs C.Malmström, held in Brussels on 31 January 2013.
The discussion focused on the implementation by Ukraine of the Visa Liberalization Action Plan. The Minister of Foreign Affairs of Ukraine informed C.Malmström on progress in implementation of the first phase (legislative) of Ukraine's Visa Liberalization Action Plan. In particular, Mr. Kozhara drew attention of the EU Commissioner to the adoption of the legislation needed to introduce biometric passports in Ukraine, improving the protection of personal data, as well as the first results of the implementation of the law "On Prevention and Combating Discrimination in Ukraine."
The European side was also informed of the state of development of bills, whose adoption is required in order to complete the first phase. The Minister expressed hope that their prompt consideration by the Verkhovna Rada of Ukraine will allow the EU adopt the decision concerning transition to the second phase of the Action Plan this year.
The parties also discussed progress in Ukraine and in the EU internal procedures necessary for the entry into force of an enhanced agreement on visa facilitation, signed in July 2012, and touched on other issues of cooperation in justice and internal affairs.
Mr. Kozhara thanked C.Malmström for her personal involvement in visa-free dialogue with Ukraine and invited the Commissioner to visit Ukraine.
