Acting Minister of Foreign Affairs of Ukraine Andrii Sybiha: "Overnight, Russia attacked Kyiv and the surrounding region with more than two dozen ballistic missiles, killing at least 17 people and injuring more than four dozens. 

Russian strikes take no summer vacation; support for Ukraine and pressure on the aggressor must not pause either. 

Every interceptor counts. They are life-saving tools, and I urge all partners to expedite all relevant decisions. 

Russia’s ability to produce these tools of ballistic terror must be disrupted. Additional, tough sanctions are critical and urgent. 

I also warn against drawing any false moral equivalence between the aggressor and the state defending itself. 

Russian attacks cannot be justified under any circumstances, including any Ukrainian actions. On the contrary, Ukraine has every right to strike legitimate military targets inside Russia in self-defense under Article 51 of the U.N. Charter."
