Acting Minister of Foreign Affairs of Ukraine Andrii Sybiha: "Russia's terror knows no limits. 

Today, another Russian missile strike on the Kyiv region killed at least six people and injured dozens more. Guided aerial bomb attacks on Sloviansk killed at least five civilians and wounded nine others. Homes, civilian infrastructure, and even a consular building were damaged. 

This is not random violence. It is a deliberate strategy. Russia is systematically attacking civilians to spread fear, break resilience, and force the world into accepting aggression as the new normal. 

At the same time, Moscow is escalating its attacks in the Black Sea, threatening freedom of navigation, disrupting global trade, and trying to hold global food security hostage. This is the same campaign of terror, carried out with different weapons. The world should understand that the Kremlin's war extends far beyond Ukraine's borders.

Yesterday, the EU adopted its 21st sanctions package. That was the timely and necessary decision. But every new Russian missile strike, every attack on civilian shipping, every attempt to blackmail the world with hunger must be answered with even stronger sanctions, tighter enforcement, and greater economic pressure. Russia must pay a price that exceeds its capacity to continue this war. 

Russia's terror knows no limits. Our response must not be limited either. Every available instrument of pressure must be used to increase the cost of Russian aggression and accelerate the end of this war. The time for incremental decisions has passed."
