Anton Demokhin participated in the Second Global Conference on Cyber Capacity Building

On May 13–14 in Geneva, Anton Demokhin, Deputy Foreign Minister, Chief Digital Transformation Officer participated in the Second Global Conference on Cyber Capacity Building (GC3B).

“Our experience in cyber resilience and capacity building during wartime cyber operations demonstrates the effectiveness of cooperation between the public and private sectors. Ukraine is developing a public-private partnership model in the field of cybersecurity, based on trust, openness, communication, innovation, and expanded cooperation frameworks between government and private experts” — stated Anton Demokhin during the panel discussion “Public-Private Partnerships for Cyber Resilient Societies”, held as part of the conference.

The Deputy Minister also spoke at the High-Level Closed Ministerial Session dedicated to cybersecurity capacity building in Africa and the Global South. “Ukraine is interested in expanding the geography and formats of international cybersecurity cooperation, including through mutually beneficial partnerships with countries on the African continent,” — emphasized Anton Demokhin, welcoming the adoption of the “Declaration on Cybersecurity Capacity Building in Africa.”

On the margins of GC3B, a number of bilateral and multilateral meetings were held to address pressing issues of cooperation in developing a secure cyberspace.

Anton Demokhin conducted negotiations with representatives of the Tallinn Mechanism countries. Together with cyber ambassadors and official representatives from Estonia, the Netherlands, Italy, Germany, Poland, and the United States, Deputy Minister discussed the current status of project implementation and future steps within the initiative.

During a meeting with Manon Le Blanc, Coordinator for Cyber Issues and Deputy Head of the Hybrid Threats and Cyber Division at the European External Action Service (EEAS), the parties discussed the status of implementing the operational conclusions of the Third Ukraine–EU Cyber Dialogue and preparations for its Fourth Round.

In a bilateral meeting with Jennifer Bachus, Head of the Bureau of Cyberspace and Digital Policy at the U.S. Department of State, the focus was on cooperation and information sharing in the cybersecurity domain. The Ukrainian side expressed gratitude to the United States for supporting Ukraine in countering Russian aggression and strengthening its national cyber capacity.

In discussions with Larysa Galadza, Director General of the Cyber, Critical Technology and Democratic Resilience Bureau, International Security and Political Affairs Branch at Global Affairs Canada, the parties reviewed Canadian assistance programs, cooperation within the Tallinn Mechanism, and joint efforts to counter Russian propaganda and disinformation.

Special attention was paid to the implementation of the Bilateral Security Guarantees Agreement signed between Ukraine and Canada in 2024, particularly regarding the launch of a bilateral cyber dialogue.

Additionally, the Deputy Minister held bilateral meetings with the State Secretary of the Federal Department of Foreign Affairs of Switzerland, as well as the delegations of Slovakia, Sweden, the Czech Republic, and Ghana.

GC3B is a high-level international forum and platform that brings together representatives of governments, international organizations, the IT sector, and experts to exchange experiences and coordinate efforts in cyber capacity building, support digital development in the Global South, and promote a secure, open, and resilient digital environment and global cybersecurity.
