On September 20, First Deputy Foreign Minister of Ukraine, Emine Dzhaparova, held a meeting with the newly appointed Head of the Council of Europe Office in Ukraine, Maciej Janczak (Poland).

Emine Dzhaparova expressed gratitude to the Council of Europe for supporting our state in defending its sovereignty and territorial integrity in the face of Russian aggression. She particularly emphasized the positive results of the application of monitoring tools of the Organization for documenting systematic human rights violations by the Russian occupation authorities in temporarily occupied territories of Ukraine.

The parties discussed the progress and prospects of implementing the Council of Europe's Action Plan for Ukraine "Resilience. Recovery. Reconstruction" for the years 2023-2026". This document serves as a roadmap for utilizing the unique expert potential of the Council of Europe to support our country in harmonizing legislation, reforming state institutions, and applying best European standards in the field of human rights, the rule of law, and democracy.

Emine Dzhaparova also paid special attention to the donor countries of the Action Plan, without whose support the implementation of important projects would be impossible. "For Ukraine, such strong support is the best evidence that the international community and our partners believe in Ukraine's future and our progress along the European path," noted the First Deputy Foreign Minister of Ukraine.

The Council of Europe's Action Plans for Ukraine, which have been implemented since 2005, are strategic program documents aimed at supporting Ukraine in fulfilling its obligations as a member state of the Council of Europe and promoting the implementation of the Association Agreement with the European Union. This is achieved by supporting efforts to harmonize legislation, institutions, and practices with the best European standards in the fields of human rights, the rule of law, and democracy. Currently, in our country, the Council of Europe's Action Plan for Ukraine titled 'Resilience. Recovery. Reconstruction.' for 2023-2026 is being implemented. The overall budget of this four-year cooperation program between Ukraine and the Council of Europe amounts to 50 million euros, making it the largest budget among any country's action plans within the Council of Europe.
