Comment by the MFA of Ukraine on the signing of the Protocol amending the Council of Europe Convention on the Prevention of Terrorism

On May 26 in Strasbourg, the Permanent Representative of Ukraine to the Council of Europe Mykola Tochytskyi, authorized by the Order of the President of Ukraine Volodymyr Zelenskyy No. 44/2026-rp, signed on behalf of Ukraine the Protocol amending the Council of Europe Convention on the Prevention of Terrorism.

The signing of this international legal document confirms Ukraine’s consistent commitment to strengthening the pan-European system of countering terrorism, violent extremism and radicalization, as well as the development of effective international cooperation in this area.

The Protocol, adopted by the Committee of Ministers of the Council of Europe on July 9, 2025, aims to strengthen the effect of the Council of Europe Convention on the Prevention of Terrorism by introducing a clear and precise legal definition of a terrorist crime. This will contribute to better harmonization of national approaches of the participating states, increasing the effectiveness of preventive measures and strengthening international cooperation.

For Ukraine, which continues to resist the armed aggression of the Russian Federation, systematic attacks against civilians and civilian infrastructure, the issues of preventing terrorism, ensuring accountability and protecting citizens are of particular importance.

Ukraine will continue to actively participate in the work of the Council of Europe and its relevant bodies, in particular the Council of Europe Committee on Counter-Terrorism, with the aim of strengthening legal mechanisms to counter terrorism, radicalization and violent extremism on the basis of the rule of law, democracy and respect for human rights.
