Comment of the MFA on the UN Special Report on Systematic Attacks by Russian Drones on Civilians in Kherson Region

The Ministry of Foreign Affairs of Ukraine welcomes the publication of the special report of the UN Independent International Commission of Inquiry on Ukraine, which thoroughly documents the systematic attacks by Russian drones on civilians in the city of Kherson and other settlements in the right-bank part of the Kherson region.

This is the first international report that draws attention specifically to the systematic shelling of civilians by Russian drones in Kherson and the Kherson region. The ongoing terror inflicted by the Russian Federation on the people of Kherson since the de-occupation of the city and the right-bank areas, represents a shameful tactic of terror against civilians that must be brought to an end.

The UN report confirms gross violations of international humanitarian law and international human rights law by the Russian Federation, which continues to commit war crimes, crimes against humanity, and deliberate acts of terror against Ukrainian civilians.

The documented evidence clearly indicates intentional strikes by the Russian Federation on civilian targets, in direct violation of the principles of distinction and proportionality enshrined in the Geneva Conventions and their Additional Protocols.

The numerous testimonies of victims and witnesses collected by the Commission, along with detailed analysis of video evidence and documentation collected by the Commissions, provide a clear picture of the scale of these crimes and the direct responsibility of the Russian military and political leadership.

The results of the objective, impartial, and professional work of the UN Independent International Commission are essential to ensuring that all those responsible for Russian aggression and related atrocities are held accountable, that compensation for affected Ukrainians, and that justice to be served.

We call on the international community to increase pressure on the aggressor state to force it to stop crimes against civilians. We underscore the importance of continuing to document all cases of violations and bringing those responsible to justice, including through the Special International Tribunal for the Crime of Aggression against Ukraine.

The Ministry of Foreign Affairs of Ukraine reaffirms its readiness to continue close cooperation with the UN Commission and other international mechanisms in the field of documenting crimes committed by the Russian Federation on the territory of Ukraine.
