Comment of the MFA of Ukraine on the adoption by the UN GA of the Resolution "Safety and security of nuclear facilities of Ukraine, including the Zaporizhzhia nuclear power plant"

The Ministry of Foreign Affairs of Ukraine welcomes the adoption by the UN General Assembly of the resolution "Safety and security of nuclear facilities of Ukraine, including the Zaporizhzhia nuclear power plant", which was initiated by Ukraine.

The document actually continues and develops the discussion of nuclear safety, which was one of the three key topics of the Global Peace Summit in Switzerland.

The General Assembly specifically emphasized in the resolution the results of the Summit, in particular the call for the safe and secure use of nuclear energy and nuclear facilities.

Ukrainian nuclear power plants, including ZNPP, should remain under full sovereign control of Ukraine in accordance with the IAEA principles, be securely protected and not harm the environment.

An important signal for the international community was the UN General Assembly's reaffirmation of support for Ukraine's sovereignty, independence and territorial integrity, as well as its strong condemnation of the Russian Federation's aggression against Ukraine in violation of the UN Charter, including the temporary occupation of the Autonomous Republic of Crimea and certain districts of Donetsk, Zaporizhzhia, Luhansk and Kherson regions.

The decision of the General Assembly confirmed that the attempted annexation of these regions is not legal and, according to international law, cannot be the basis for any change in the status of these regions of Ukraine.

The resolution demands that the Russian Federation immediately cease its aggression against Ukraine and withdraw its military forces from its territory.

The resolution calls on the Russian Federation to cease attacks on Ukraine's critical energy infrastructure, which increase the risk of accidents and incidents at all nuclear facilities in Ukraine.

The resolution condemns the illegal and unprecedented seizure of Ukraine's Zaporizhzhia Nuclear Power Plant (ZNPP) and expresses concern about the security situation and protection systems at the plant.

The UN General Assembly demands that the Russian Federation withdraw its military and civilian personnel from the territory of the ZNPP and immediately return the plant to full control of Ukraine.

The resolution welcomes the ongoing efforts of the IAEA Director General to eliminate nuclear hazards and improve facility security, as well as to organize a permanent presence of the International Atomic Energy Agency Mission to provide practical support and assistance at the ZNPP.

Along with the practical contribution to the implementation of the Peace Formula, the resolution has become an important part of the international toolkit to ensure nuclear safety and security of Ukraine in the face of Russian aggression.

Ukraine is grateful to all UN member states that supported the UNGA resolution.


For reference: the resolution " Safety and security of nuclear facilities of Ukraine, including the Zaporizhzhia nuclear power plant" was supported by 99 countries, 60 abstained, and 9 voted against.
