Kyiv hosted the meeting of the EU Foreign Affairs Council

On October 2, the meeting of the EU Foreign Affairs Council took place in Kyiv. The ministers of 27 EU member-states, demonstrating their support for Ukraine, gathered for a Council meeting outside the European Union for the first time in history. The event took place under the chairmanship of the EU High Representative for Foreign Affairs and Security Policy Josep Borrell, with the participation of the Minister of Foreign Affairs of Ukraine Dmytro Kuleba. The President of Ukraine Volodymyr Zelenskyy and the Prime Minister of Ukraine Denys Shmyhal met with the participants of the event.



The continuation and increase of defense support for Ukraine, security guarantees, the next 12th sanctions package, the prospects of adopting a decision by the European Council to open pre-accession negotiations on Ukraine's membership in the European Union by the end of 2023 were the key issues of the discussion.



The parties paid attention to the long-term security needs of Ukraine, as well as cooperation with our state to increase its stability, insure its restoration and reconstruction, including support for key reforms within the framework of the European integration.



A significant part of the discussion was devoted to the implementation of the Peace Formula with regard to the organization of the Global Peace Summit, involving of the wide range of countries, in particular, key global partners. It is important that during the discussion, the parties agreed that the Peace Formula of the President of Ukraine Volodymyr Zelenskyy should be the only platform for discussing peace initiatives, whith Ukraine being the security outpost of the European continent.



The participants of the event confirmed their commitment to further work to ensure that Russia is held accountable for its actions, in particular to creating the Special Tribunal for the crime of aggression against Ukraine.



Josep Borrell, in his speech following the results of the EU Council meeting, noted that the EU's biggest security commitment to Ukraine is its future membership in the European Union, rejecting any speculations about alternative options for membership. The High Representative of the EU noted that there is no second-class membership - there is just membership in the EU.



The Minister of Foreign Affairs of Ukraine Dmytro Kuleba in his turn, called the meeting of the EU Council on Foreign Affairs symbolic, as, he said, - this is the first meeting in history outside the current borders of the European Union, but within its future borders.
