In his video message Andrii Sybiha expressed gratitude to the Summit organizers and the partners for their support to Ukraine in countering Russian full-scale aggression. He underlined the important role of Estonia in the IT Coalition and the Tallinn Mechanism.
Addressing the Summit participant the Minister named the digitalization as one of the pillars of Ukraine’s resilience and the issue for the all-Europen security.
The Minister has brought to the attention of participants of the summit the fact that Russia continues its hybrid war against Ukraine and Europe combining it with the cyberattacks, that reach beyond Ukraine, an example of that being Russia’s interference in elections in Moldova, Romania and other European states.
The Minister for Foreign Affairs of Ukraine noted that Russia has been weaponizing the digital technologies. Moscow actively uses the artificial intelligence as a tool for collecting our data. «They identify the most sensitive topics for our societies. Then they strike with their bot farms and deepfakes… Russia’s aim is to hack European unity, to polarize our societies and divide us», stressed the Minister.
Andrii Sybiha restated Ukraine’s readiness to share with Baltic states its unique experience in countering Russian cyberattacks and the role of the Nordic-Baltic states in proving strategic autonomy in satellite communications together with Ukraine. He underlined the importance of strengthening the cyber resilience and cybersecurity between the Baltic Sea region and the Black Sea area, that would involve the Nordic-Baltic states, Poland, Ukraine, Moldova as well as the NATO members within the Black Sea area.
Minister underlined the importance of holding Ukraine Recovery Conference 2027 in Tallinn on 28-29 January 2027, suggesting that the Build Back Better concept of the conference should apply also to the national cyberresilience.
