The Ministry of Foreign Affairs has launched a new digital service for issuing taxpayer identification cards to children living abroad

The Ministry of Foreign Affairs of Ukraine continues to expand citizens’ access to government services abroad and is implementing new digital solutions tailored to the needs of Ukrainian families.

On May 14, Ukrainian Prime Minister Yulia Svyrydenko presented new digital solutions for issuing tax identification numbers. The Ministry of Foreign Affairs’ steps in the area of consular services are an important part of this digital reform.

From now on, parents and other legal guardians can obtain a taxpayer identification number (TIN) for children under the age of 18 without having to travel to Ukraine. The service is available remotely via the “e-Consul” system—online in just a few steps—or in person at the nearest Ukrainian embassy or consulate abroad.

“This is the first fully remote digital service in the history of the Ukrainian consular service,” emphasized Minister Andrii Sybiha.

At the same time, the ministry is working to expand the service and create functionality to issue RNOICP to any Ukrainian citizen abroad who needs it.

The RNOICP is an important document required to resolve many practical issues, including applying for passport documents and performing notarial acts.

A tax identification number is an essential requirement for accessing government registries and digital services. Obtaining one gives children and parents access to an ever-growing range of government services, even abroad.

The launch of this service was made possible through cooperation between the Ministry of Foreign Affairs of Ukraine, the State Tax Service of Ukraine, and the Ministry of Digital Transformation of Ukraine, with support from IOM, UNDP, and UNHCR. Detailed information on how to apply for the service and the required documents is available on the Ministry of Foreign Affairs portal.

“We continue to work on resolving issues related to access to consular services, particularly through digitalization. The consular service must be modern, digital, and service-oriented,” noted the Foreign Minister.
