On April 4, Ukraine's Deputy Foreign Minister Andriy Melnyk took part in the online meeting of the Organizing Committee for preparation and holding of events commemorating the 90th anniversary of the Holodomor of 1932-1933 in Ukraine, chaired by the Prime Minister of Ukraine Denys Shmyhal.
One of the priorities of the Ministry of Foreign Affairs for the year of 2023 is to enhance the number of foreign countries and international organisations, which recognized the Holodomor of 1932–1933 as a genocide of the Ukrainian people, as Andriy Melnyk has emphasized during the discussion.
According to the Deputy Foreign Minister, Ukraine's Ministry of Foreign Affairs has intensified this area of collaboration with foreign partners; in particular, since November 2022, the number of states that have decided to recognize Holodomor increased by 8.
In particular, at the highest parliamentary level, the following countries have recognized the Holodomor as genocide: Ireland (November 24, 2022), Moldova (November 24, 2022), Germany (November 30, 2022), the Czech Republic (December 14, 2022), Bulgaria (February 1, 2023), Belgium (March 9, 2023), Iceland (23.03.2023), France (28.03.2023). In addition, on December 15, 2022, the European Parliament adopted the resolution ‘90 years after the Holodomor: Recognizing the mass killing through starvation as genocide.’
Besides, the Parliament of Romania adopted the political declaration commemorating victims of the Holodomor (November 23, 2022), and the Austrian National Council (December 15, 2022) adopted the resolution on preventing the use of hunger and food shortages as a weapon against civilians, where the Holodomor was condemned as a terrible crime.
Along with these significant political decisions taken by highest legislative bodies, a number of countries adopted declarations honoring the victims of the Holodomor. In particular, the US State Department published a statement by President J.Biden commemorating the 90th anniversary of the Holodomor (November 23, 2022); and governors of Arizona, Wisconsin, Illinois, Massachusetts, Minnesota, Michigan, and Nebraska declared special proclamations to honor the victims.
The concept of holding an International Forum in Ukraine to commemorate the 90th anniversary of the Holodomor of 1932-1933 in Ukraine, which is scheduled for November 25, 2023 - on the Day of Remembrance of the Victims of the Holodomor in Ukraine, has been approved during the abovementioned meeting. The concept includes, inter alia, the participation of a number of high-level foreign delegations and representatives of international organizations in the upcoming International Forum.
