Deputy Minister of Foreign Affairs of Ukraine for Digital Development, Digital Transformations and Digitalization (Chief Digital Transformation Officer) Anton Demokhin opened the High-Level Panel of the 8th Singapore International Cyber Week (SICW) running 17-19 October 2023: “Ally or Opponent? Defining the Relationship and Roles of Big Tech and Government in the Cyberspace”.

SICW is Southeast Asia's most established cyber-security annual event. Since 2016, it has been convening opinion leaders, industry experts, and policymakers not only from the countries of this region, but from almost 40 states of the world, which are front-runners in the development of cyber technologies.

The Deputy Foreign Minister of Ukraine expressed his gratitude to the representatives of the international community attending SICW for their practical assistance to our state in resisting Russian aggression, in particular in cyberspace. He emphasized that a reliable way to restore sustainable international security is to support the Peace Formula of the President of Ukraine Volodymyr Zelenskyy.

Anton Demokhin informed about steps taken by the Government of Ukraine, including in cooperation with big tech, to increase the resilience of the cyber sphere to malicious external interventions and to tackle corruption. The Deputy Minister talked also about the development of the state's digital ecosystem and the interoperability of the Ukrainian application "Diia" with the electronic systems of foreign countries.

The leader of Ukraine’s cyber diplomacy called for strategic coordination of international efforts for a secure future by deepening existing and introducing new cyber dialogues.

On the sidelines of SICW, the Deputy Minister had 18 bilateral meetings with foreign partners from the public and private sectors, as well as international organizations, including Australia, Brunei, Canada, Denmark, Japan, Lithuania, Singapore, Switzerland, the UK, the USA, the UN, INTERPOL and ASEAN.

At the meetings they focused on practical issues of cooperation and support of Ukraine in resisting Russian aggression, exchange of experience and launching bilateral cyber dialogues with interested parties. They also discussed further digitalization of foreign countries based on the Ukrainian experience of digital transformations in the public sector as well as the "Diia", "Trembita" and "Diia.Engine" ecosystems.
