Born on 18 June 1965 in Lviv.

Education:

Graduated from Lviv Polytechnic National University with a degree in Mechanical Engineering (1989); obtained a master’s degree MA in Economics from Central European University (Prague, Czech Republic) (1995); graduated from Ivan Franko National University of Lviv with a degree in International Economic Relations and qualification as a Spanish language translator (1997).

Completed internship at the Wharton School of the University of Pennsylvania (United States), as well as executive training programmes and professional development courses delivered by Ernst & Young Business Academy, Telecoms Academy (United Kingdom), Austrian College, the EBRD and other international institutions.

Fellow Member of the Association of Chartered Certified Accountants (United Kingdom). Certified Corporate Director (Ukrainian Academy of Corporate Governance).

Professional Experience:

1997–2022 — held senior executive positions within the international telecommunications holding company Golden Telecom Inc., as well as at Farlep-Invest (Vega Group), CDMA Ukraine Group, VEDEKON LLC, and Intellectual Communications LLC (VTEL Holdings, UAE).

Professional expertise includes development of electronic communications, business processes digital transformation and optimisation, implementation of ERP systems, financial management and corporate governance.

2023–2025 — served in the Armed Forces of Ukraine. Combat veteran. Held the position of Head of the Personnel Management Processes Transformation Unit at the Defence Resource Management Processes Transformation Centre of the Ministry of Defence of Ukraine, where he coordinated one of the key tracks of digitalisation and automation of defence resource management processes, including the implementation of modern ERP solutions for the security and defence sector.

Since July 2025, has been engaged with the Defence Resource Management Processes Transformation Centre of the Ministry of Defence of Ukraine in an advisory and partnership capacity.

Since May 2026 — Deputy Foreign Minister, Chief Digital Transformation Officer.

Public Activities:

2005–2007 — Co-Chair of the Telecommunications Committee of the American Chamber of Commerce in Ukraine.

2006–2012 — Chair of the Public Council at the National Commission for Communications Regulation of Ukraine.

2013–2024 — Chair of the Public Council at the Administration of the State Service of Special Communications and Information Protection of Ukraine.

2020–2025 — Member of the Public Council at the Ministry of Digital Transformation of Ukraine.
