Andrii Sybiha: 17 Countries and the EU Provided Energy Support to Ukraine

Minister of Foreign Affairs of Ukraine Andrii Sybiha summarized the energy support received by Ukraine amid the ongoing Russian winter attacks targeting the country’s critical infrastructure.

The Minister provided specific figures on the assistance received and outlined packages aimed at ensuring the stable operation of Ukraine’s energy sector during continued Russian strikes and peak winter demand.

“Italy began delivering industrial boilers for heating systems in January 2026. The first phase includes approximately 80 industrial boilers ranging from 550 to 3,000 kW, intended for communities where centralized heating systems have been damaged or destroyed,” Minister Sybiha stated.

According to the Minister, the Belgian federal development agency «Enabel» provided humanitarian assistance in January 2026 in the form of 22 mobile boilers, as well as three generators (for Kyiv, Odesa, and Fastov) with capacities of 200 kW and 40 kW.

“Under the ‘Heat and Light for Ukraine’ project, the Czech organization Post Bellum raised funds to procure 36 generators, which have been delivered to the cities of Lviv, Ternopil, Kyiv, Dnipro, Mykolaiv, and Kherson. Fundraising efforts are ongoing. The organization ‘People in Need’, in partnership with SOS Ukraine, signed an agreement with U.S. partners for a grant of EUR 850,000 to purchase energy equipment for Ukraine, including boiler units and resilience points,” the Minister added.

Minister Sybiha also reported the delivery of humanitarian aid from the Romanian energy company Expert Petroleum to the Sumy Regional Military Administration, valued at approximately EUR 20,000. The shipment included 15 high-capacity ECOFLOW battery stations and a diesel generator, received on 19 January.

The Ukrainian Embassy in Bulgaria provided 17 generators of varying capacities, while the Danish NGO Bevar Ukraine supplied industrial uninterruptible power supply units (two stations of 100 kW and 80 kW) and a 22 kW generator for a Kyiv hospital.

“Croatia delivered two high-capacity generators to the Sumy region, with another two large generators scheduled for Kyiv and Sumy. In January 2026, the European Union approved the transfer of 445 generators from rescEU reserves,” Andrii Sybiha said.

The Minister also noted the upcoming delivery of four medium-capacity emergency generators from the Swiss canton of Thurgau. Moldova delivered 14 generators for Sumy region needs on 16 January.

“Certain partner states, including Norway (USD 200 million), Germany and Austria (EUR 60 million), and the United Kingdom (GBP 20 million), focused their support in January 2026 on funding Ukraine’s energy sector to procure equipment, machinery, and resources to stabilize the energy system,” he added.

“In January 2026, Lithuania provided additional energy equipment, including generators, electrical components, emergency repair equipment for energy infrastructure, and local power generation means,” Minister Sybiha continued.

Poland supplied diesel generators for backup power to critical infrastructure and social facilities, including through state and civil initiatives such as the ‘Heat for Kyiv’ project.

Georgia delivered nine industrial generators to the Sumy Regional Military Administration worth over USD 553,000, and Armenia provided 10 mobile inverter generators for preschools, schools, and healthcare facilities in frontline regions.

“The work continues, the list is constantly updated. We appeal to all partners, communities, and organizations worldwide. All our embassies and consulates are engaged. I will continue to report on concrete results, new packages, and initiatives,” the Minister concluded.

Andrii Sybiha expressed gratitude to all donors and partners who are helping Ukraine survive the difficult winter.
