This and other recent attacks demonstrate that Putin does not show any signs of realism or a genuine willingness to end a war that he cannot and will never win. Instead, he continues to escalate terror.
Ukraine is ready to end the war, grounded in the reality on the battlefield and fair terms rather than ultimatums. President Zelenskyy is prepared to meet without preconditions at a neutral location to find realistic solutions, stop the killing, and shift to diplomacy. However, Putin continues to hide from such a meeting.
We urge our partners to abandon wishful thinking regarding his real intentions: he continues to reject fair proposals for peace. Instead, he is betting on ballistic terror against Ukraine, as well as the upcoming elections in the United States and across Europe, hoping to use them to his advantage, exacerbate internal divisions, and destabilize Western unity.
There is no alternative to intensifying pressure on Moscow. While Ukraine increases pressure on the battlefield, we expect our partners to scale up economic pressure on Moscow and strengthen Ukraine’s air defense and energy resilience ahead of winter.
In this context, we need the swift adoption of antiballistic sanctions targeting Russia’s ballistic production, renewed work on the full use of the immobilised Russian assets, and other sanctions steps in Europe and beyond.
The U.S. Sanctioning Russia Act—initiated by the late Senator Lindsey Graham—remains vital. Following its adoption in the Senate, we look forward to its swift passage in the House.
This demonstration of American strength will advance diplomacy, signal to the Kremlin that games are over, and force Putin to the negotiating table to finally end this senseless bloodshed.
