Ukraine introduces temporary restrictions for entering Ukrainian territory for foreigners arriving from certain African countries

On 2 December 2021, the Cabinet of Ministers of Ukraine adopted the Resolution introducing temporary restrictions for entering Ukraine for foreigners arriving from certain countries.

In accordance with the Resolution, starting from 00:00 (Kyiv time) 3 December 2021 and for the duration of the quarantine, established in Ukraine pursuant to the Resolution of the Cabinet of Ministers of Ukraine dated 09 December 2020 no. 1236 “On the Establishment of the Quarantine and the Introduction of Restrictive Anti-Epidemic Measures to Prevent the Spread of Acute Respiratory Disease COVID-19 Caused by Coronavirus SARS-CoV-2” crossing Ukraine’s border by foreigners and stateless persons arriving into Ukraine from the Republic South Africa, the Republic of Botswana, the Republic of Zimbabwe, the Republic of Namibia, the Kingdom of Lesotho, the Kingdom of Eswatini, the Republic of Malawi, the Republic of Mozambique, and having stayed in the aforementioned countries for at least 7 days within the recent 14 days, is prohibited, except for:

- foreigners/stateless persons permanently or temporarily residing in Ukraine;

- foreigners/stateless persons who are spouses or children of Ukraine’s nationals;

- staff of diplomatic missions and consular posts of foreign states, missions of international organizations accredited in Ukraine, and members of their families;

- other categories of foreigners/stateless persons arriving in Ukraine by prior approval of the Ministry of Foreign Affairs of Ukraine.

Ukraine’s nationals, as well as foreigners/stateless persons who permanently or temporarily reside in Ukraine or are spouses or children of Ukraine’s nationals, arriving into Ukraine from the said countries and having stayed in those countries for at least 7 days within the recent 14 days, shall be subject to mandatory 14-day self-isolation or observation.

Unlike other categories of travellers, mandatory self-isolation or observation of the persons arriving into Ukraine from the mentioned countries may not be terminated earlier even if there are grounds for termination of self-isolation or observation after crossing Ukraine’s state border, provided by the legislation for other categories of travellers (in particular, where a person tests negative for COVID-19 by polymerase chain reaction testing or a rapid SARS-CoV-2 antigen testing, etc.).
