On 8 December 2020, First Deputy Minister for Foreign Affairs of Ukraine Emine Dzhaparova addressed the international conference "Strengthening Women’s Role in Building and Sustaining Peace: from Commitments to Results" in Hanoi, Vietnam.
In her speech on national experience in implementation of the UN Security Council Resolution 1325 “Women. Peace. Security", Emine Dzhaparova drew the international community’s attention to the consequences of Russia's armed aggression against Ukraine, emphasizing that women are the most vulnerable to external aggression.
The First Deputy Minister, in particular, noted that women and girls in the occupied areas of Donbas faced intimidation, physical and sexual violence, ill-treatment and illegal detention.
She emphasized on the policy of harassment of Crimean Tatar women, including activists, human rights defenders and political prisoners.
Emine Dzhaparova also cited statistics on internally displaced persons who had fled their homes as a result of Russian aggression, noting that women and girls are the most vulnerable. Their number reached almost 60% (out of 1.5 million internally displaced persons).
"Ukraine is one of 86 UN Member States implementing National Action Plans under the UN Security Council Resolution 1325. It is significant that only a third of these countries, including Ukraine, envisage national budgets for their implementation," - First Deputy Minister noted.
In this regard, Emine Dzaparova said that a vital component for implementation of the new Action Plan until 2025, which was approved by the Government of Ukraine in October 2020, was the reintegration of female military personnel, including providing them with medical care, helping find jobs and overcome social stereotypes.
Emine Dzhaparova also stressed on the important role of the civil society and its involvement in the process of developing and implementing action plans at all levels.
For Reference: the international conference "Strengthening Women’s Role in Building and Sustaining Peace: from Commitments to Results" is held in Hanoi (Vietnam) on 7-9 December 2020 with the participation of foreign ministers, representatives of international organizations and experts community.
The event is organized by the Government of Vietnam with the support of the United Nations to commemorate the 20th anniversary of the UN Security Council Resolution 1325 (2000) "Women. Peace. Security". As a non-permanent member of the UN Security Council in 2000-2001, Ukraine took part in drafting this resolution.
Implementation of the National Action Plan has created important tools for protecting women's rights in Ukraine in the context of armed conflict and ensuring their active participation in peacekeeping processes. On 28 October 2020, the Government of Ukraine approved a new National Action Plan until 2025, based on four pillars: participation, prevention, protection and recovery.
