The Ministry of Foreign Affairs of Ukraine welcomes the signing of the Washington Peace Agreement between the Democratic Republic of Congo and the Republic of Rwanda, along with other agreements that took place in Washington on December 4, 2025, with the participation of the Presidents of the Democratic Republic of Congo, the Republic of Rwanda, and the United States of America.
We hope that the agreements signed in Washington will lay the foundation for sustainable peace and security in the Great Lakes Region.
The successful implementation of the Washington agreements package, particularly the Regional Framework Program for Economic Integration, will contribute to strengthening the economic potential and social stability of the states in the region, improving their investment attractiveness, and deepening economic ties with other countries.
We acknowledge the effectiveness of the United States' mediating efforts in achieving this important outcome for international peace and security. It demonstrates that the restoration of sustainable peace and guaranteed security is possible when all parties strive for such an outcome and take tangible steps to achieve it.
For its part, Ukraine reaffirms its readiness to actively enhance mutually beneficial cooperation with the states of the Great Lakes Region, including its willingness to participate in the implementation of economic projects within the Regional Economic Integration Framework (REIF).
