The Ministry of Foreign Affairs of Ukraine welcomes the adoption of the resolution “50th Anniversary of the Helsinki Final Act: Global Challenges for Peace and Security in the OSCE Region” by the OSCE Parliamentary Assembly during its 32nd Annual Session in Porto, Portugal.
The resolution is dedicated to the 50th anniversary of the Helsinki Final Act – a cornerstone of the European security architecture – which will be marked on August 1, 2025. It underscores the need to uphold the Act’s principles in light of the ongoing Russia’s war of aggression against Ukraine.
The document condemns Russia’s crimes against Ukraine, including the crime of aggression, crimes against humanity, and war crimes. It calls for continued provision of all necessary military, financial, and humanitarian assistance to Ukraine.
The Assembly emphasizes the urgent need for the immediate and unconditional release of all civilians, including deported and forcibly transferred Ukrainian children, journalists, activists, local government representatives, and other individuals unlawfully detained by Russian occupiers.
The resolution also calls for the return of the Zaporizhzhia Nuclear Power Plant to Ukraine’s full control.
It stresses that a just and comprehensive peace for Ukraine and the whole of Europe is possible only on the basis of respect for territorial integrity and sovereignty, in accordance with the norms and principles of international law. The document supports bringing Russia to international legal accountability, including through a Special Tribunal, compensation for the damages caused by Russia, and the use of frozen Russian assets to support Ukraine.
The Ministry of Foreign Affairs urges OSCE participating States to actively contribute to the implementation of the resolution, strengthen sanctions pressure on the Russian Federation – including its “shadow fleet” – and provide practical support for Ukraine’s efforts to hold Russian war criminals accountable and to secure the release of all hostages.
The adoption of this resolution reaffirms the consistent position of the OSCE Parliamentary Assembly which demands an immediate end to Russia’s war of aggression against Ukraine and the withdrawal of Russian occupation forces from the territory of our state.
