The Ministry of Foreign Affairs of Ukraine welcomes the adoption by the Parliamentary Assembly of the Council of Europe of the resolutions “Elections in Times of Crisis” and “Support for the Commitment to a Comprehensive, Just and Sustainable Peace for Ukraine and the Security of the European Continent,” which constitute an important demonstration of solidarity with Ukraine amid the full-scale armed aggression of the Russian Federation.
Ukraine highly values PACE’s clear reaffirmation of its commitment to international democratic standards, including the recognition that holding elections is incompatible with martial law and active hostilities. The Assembly unequivocally confirmed the constitutional and legal nature of Ukraine’s decisions aimed at safeguarding national security and the democratic order.
At the same time, PACE clearly underscored that any peace must be based on international law, respect for Ukraine’s sovereignty, and its territorial integrity.
Of particular importance is the Assembly’s emphasis on the need to hold the Russian Federation accountable for the crime of aggression, war crimes, and crimes against humanity, including through the establishment of a Special Tribunal and a full-fledged international compensation mechanism, including the use of frozen Russian assets.
The Ministry of Foreign Affairs of Ukraine also notes PACE’s calls for further strengthening comprehensive support for Ukraine and its reaffirmation that Ukraine’s security is an integral component of the security of the entire European continent.
