The Ministry of Foreign Affairs of Ukraine Informs on the Launch of Category A1.2 “Forced Displacement outside Ukraine” in the International Register of Damage for Ukraine

The International Register of Damage caused by the aggression of the Russian Federation against Ukraine has announced the commencement of submission of claims in a new category A1.2 – “Forced Displacement outside Ukraine”.

The opening of this category signifies that all individuals who, starting from February 24, 2022, were forced to leave their homes or place of residence and relocate outside Ukraine, or were and are unable to return to Ukraine due to the aggression of the Russian Federation or to avoid its negative consequences, can now submit a claim for compensation regarding the fact of forced displacement outside the state.

If protection or asylum was granted to a person in another state during their stay abroad due to the full-scale invasion of the Russian Federation into Ukraine, this must be indicated when submitting the claim via the Diia portal. Claims in this category directly concern the fact of forced displacement outside Ukraine as a form of damage caused by the aggression.

Persons staying outside Ukraine may also submit claims in other categories of the Register. In addition to A1.2, 14 other categories are currently open, covering various types of damage – from damage or destruction of housing to severe personal losses.

Submission of claims is carried out through the Diia portal, which allows for the submission of a claim from the current place of residence, including from abroad. The Ministry of Foreign Affairs of Ukraine encourages citizens of Ukraine who fall under the criteria of category A1.2 to take advantage of this opportunity and submit a claim to the Register.

Taking into account the wide geography of Ukrainians residing abroad, the foreign diplomatic missions of Ukraine will facilitate the informing of potential claimants and the dissemination of official clarifications and links to the resources of the International Register of Damage.

Claims for compensation submitted in all categories, provided they meet the established requirements, will be transferred for consideration to the future Claims Commission, authorized to determine the amount of due compensation. In December 2025, the Minister for Foreign Affairs of Ukraine, Andrii Sybiha, signed on behalf of Ukraine the Convention on the Establishment of the International Claims Commission for Ukraine within the institutional system of the Council of Europe. In total, the Convention has been signed by 35 states and the European Union.
