On December 7, First Deputy Minister for Foreign Affairs of Ukraine Emine Dzheppar participated in the First International Strategic Communications Forum "Kyiv Stratcom Forum" aimed at exchanging experience in disinformation resilience building.
Emine Dzheppar underscored that over the years of countering Russian hybrid threat our country has gained its own considerable experience in this area. "Alongside with classic diplomacy tools like cooperation with partners in regional and global formats to strengthen resilience, in particular within the Crimean Platform, Lublin Triangle, Associated Trio, we take advantage of so called "soft power" tools, which allow us to promote effectively our own narratives abroad – Ukraine’s success stories".
The First Deputy Minister informed that Ukraine’s MFA team led by Minister Dmytro Kuleba had drafted and adopted the Communication Strategy and Public Diplomacy Strategy, launched web page Ukraine.ua for foreign audiences (currently available in seven most popular foreign languages), the official English-language pages of Ukraine in the social networks Facebook and Instagram with rapidly growing popularity. She also highlighted the important role of the Ukrainian Institute, which is the only specialized institution of Ukraine in the cultural diplomacy area.
Emine Dzheppar stressed that “our unique resource, which is not available to Russia, while creates for us an added value in countering Russia’s attempts to spread disinformation – is our ability to join our efforts and work closely with our international partners and civil society to build resilience and spread the truth with the help of public diplomacy tools”.
In this regard, she underlined that our Public Diplomacy Strategy is a practical document applied in our activities. It provides for the implementation of our tasks in the following seven areas: cultural, economic, scientific and academic, sport, culinary, digital and expert diplomacy. "Each of these areas is receiving special attention from both diplomats and experts working with the Foreign Ministry," - said the First Deputy Minister.
