On 4 February, with the support of the Ministry of Foreign Affairs of Ukraine, a visit was organized for over 60 heads of diplomatic missions of foreign states and international organizations accredited in Ukraine to the Darnytska Combined Heat and Power Plant, which had been targeted in a terrorist attack by Russia on 3 February.
Foreign diplomats had the opportunity to see firsthand the consequences of the cynical strike, the sole purpose of which was to deprive Kyiv residents of heating during extreme cold.
The briefing for foreign representatives was attended by Deputy Prime Minister for Ukraine’s Recovery — Minister for Communities and Territories Development Oleksii Kuleba, Deputy Minister of Foreign Affairs Yevhen Perebyinis, representatives of the Ministry of Energy of Ukraine, the Darnytska CHP, and the relevant management company.
Diplomats were briefed in detail on the devastating scale of destruction at this critical energy infrastructure facility, which provides heating for over 300,000 Kyiv residents, as well as for kindergartens, schools, and hospitals. It was emphasized that Russia’s actions constitute an act of genocide against the civilian population and a gross violation of international humanitarian law, and that all those responsible must be held accountable.
Deputy Prime Minister Oleksii Kuleba also outlined the urgent needs for the restoration of energy infrastructure and expressed gratitude to partners for the assistance already provided.
