The sanctions forum is being held in Kyiv on September 10-11, 2026. This event, organized by the Kyiv School of Economics, brought together government officials, Ukrainian and international experts in the field of sanctions policy to discuss and coordinate joint efforts to counter Russia. The forum was also attended by Advisor – Commissioner of the President of Ukraine for Sanctions Policy Vladyslav Vlasiuk and Deputy Minister of Foreign Affairs of Ukraine Yevhen Perebyinis.

During the opening of the forum, the Deputy Minister of Foreign Affairs of Ukraine thanked foreign partners for their efforts on the sanctions track aimed at supporting Ukraine and also noted that sanctions remain one of the most effective non-military tools for weakening the aggressor's war machine and forcing it to peace.

Yevhen Perebyinis outlined the main critical challenges Ukraine faces today, including: the growth of Russian production of ballistic missiles, the continued supply of critical raw materials for the needs of the Russian military-industrial complex, and the circumvention of sanctions. Particular attention was paid to the need to further block the Russian "shadow fleet", which finances the war and creates serious environmental and security risks, as well as to counter the latest technological threats, in particular the deployment of the Russian satellite system "Rassvet".

The Deputy Minister also called on international partners to take further stronger, faster, and better coordinated action, emphasizing that sustained, comprehensive, and coordinated sanctions pressure could force Russia to end its aggressive war against Ukraine. He also noted that immobilized Russian assets located in the jurisdictions of some partner states are a real source of assistance to Ukraine today and called for the necessary legal framework to be completed as soon as possible to transfer these assets to Ukraine for our protection, restitution of losses, and compensation for victims.
