Statement by the Ministry of Foreign Affairs of Ukraine on the Day of Remembrance of the Victims of the Holodomors

Today, Ukraine and the world honor the memory of millions of Ukrainians who became victims of the artificial mass famine of 1921-1923, the Holodomor-Genocide of 1932-1933, and the man-made mass famine of 1946-1947.

The mass famine organized by Soviet authorities claimed the lives of millions of innocent Ukrainians. Confiscation of food, prohibition of peasant movement, targeted destruction of the Ukrainian elite – these crimes were aimed at suppressing the will of the Ukrainian people and eliminating their aspirations to restore statehood.

As we light candles in memory of the innocent victims of this crime, we also pay tribute to the courageous individuals who, during those years of darkness, fought against Moscow's genocidal policy, particularly during peasant uprisings. We emphasize that the memory of the Holodomor-Genocide lies at the foundation of today's struggle to preserve the sovereignty, territorial integrity, and independence of the Ukrainian state.

More than nine decades have passed, and Ukraine is once again confronting the aggression of that same Russia - the direct successor to the imperial and Soviet policy of genocide. The occupation of Crimea and parts of the Donetsk and Luhansk regions, which began in 2014, and the full-scale Russian invasion in 2022, constitute a continuation of Moscow's centuries-old policy aimed at exterminating Ukrainian identity and destroying the state independence of Ukraine.

Today, Russia uses the same methods of terror against civilians: targeted strikes on energy infrastructure to leave Ukrainians without heat, light, and water during winter; shelling of grain warehouses, destruction of crops, and blockading Ukrainian food exports as a weapon of mass starvation; deportation of Ukrainian children and imposition of an alien identity; systematic destruction of cultural heritage sites.

The world must not forget the Holodomor. It should not ignore ongoing Russian crimes in Ukraine either. The international community must spare no effort to hold accountable all those guilty of genocide of the Ukrainian people, war crimes, and crimes against humanity committed by Russian occupiers in Ukraine.

To ensure justice, Ukraine documents and investigates Russian atrocities within national jurisdiction, works with international judicial institutions, including the International Criminal Court, and continues efforts aimed at launching practical activities of a Special Tribunal regarding the crime of aggression against Ukraine.

The Holodomor is an integral part of Ukraine's historical memory. To date, 28 countries worldwide, the European Parliament, PACE, and the Baltic Assembly have recognized it as genocide of the Ukrainian people. We are grateful to our international partners for their solidarity in preserving and spreading the truth about this heinous crime.

We strongly condemn any attempts to deny the genocidal intent of Stalin's regime, to absolve the perpetrators of the Holodomor-Genocide of responsibility, or to question its purpose of deliberately eliminating the Ukrainian nation. Such attempts, wherever they come from, contradict historical facts and archival documents and desecrate the memory of the millions of victims of this crime above crimes.

In honoring the memory of the Holodomor victims, we defend the future of Ukraine and all of Europe. Today, Ukrainians prove that no terror can break our will, our aspirations for freedom and independence.

We call on the international community to continue comprehensive support for Ukraine in countering Russian aggression, to intensify sanctions pressure on Russia, and to recognize the 1932-1933 Holodomor in Ukraine as genocide of the Ukrainian people by the parliaments of those countries that have not yet done so. All these steps are critically necessary to prevent the recurrence of such terrible crimes.
