The Ministry of Foreign Affairs of Ukraine welcomes the Statement by the High Representative of the European Union for Foreign Affairs and Security Policy on behalf of the European Union, as well as the Decision by the Council of the European Union of 13 July 2026 to impose additional restrictive measures against individuals and entities involved in malicious cyber activities conducted in the interests of the Russian Federation.
The European Union’s attribution of malicious cyber activities to the 16th Center of the Federal Security Service of the Russian Federation (FSB) and its affiliated entities, which employ proxy hacker groups to conduct cyber espionage and launch attacks against government institutions, critical infrastructure, and the defence sector of EU Member States and Ukraine, once again confirms the systemic nature of the threat to international security posed by Russia’s malicious activities in cyberspace.
Today’s EU sanctions package constitutes a resolute response to cyber threats originating from Russia and sends a clear message that the entire Russian cyber ecosystem targeting the European Union and its partners, including Ukraine, will be held accountable.
We particularly welcome the coordinated three-pronged sanctions response to Russia’s malicious activities in cyberspace, namely the simultaneous imposition of stringent restrictive measures by the United Kingdom and the European Union, as well as the adoption by the North Atlantic Council of a statement condemning Russia’s criminal activities in cyberspace.
