Anton Demokhin, Deputy Foreign Minister, Chief Digital Transformation Officer paid a working visit to Finland.
As part of the visit, the Deputy Minister delivered a statement at the Annual OSCE Cyber/ICT Security Conference “Resilient Cyberspace: Principles, Partnerships, and the Path Ahead”, held in Helsinki from 30 September to 2 October 2025.
In his address, Anton Demokhin underlined the unique role of the OSCE in reinforcing Europe’s cyber resilience, emphasizing that the Organization must become a platform where Ukraine’s wartime experience in countering Russia’s destructive cyber aggression is translated into pan-European standards of cyber defence.
“Ukraine is ready to present investigative findings, provide evidence of Russia’s cybercrimes, and share lessons learned in order to strengthen the collective capacity of the OSCE and its participating States,” the Deputy Minister noted. He also urged participants to develop effective mechanisms for holding accountable those who violate the norms and principles of responsible state behaviour in cyberspace, as well as to ensure international recognition of cyberattacks against civilian infrastructure as war crimes.
While in Helsinki, the Deputy Minister held a series of bilateral meetings with representatives of Finnish institutions responsible for digitalization, cybersecurity, and countering hybrid threats.
In particular, Anton Demokhin met with the leadership of the Ministry of Foreign Affairs, the Ministry of Transport and Communications, and the National Cyber Security Centre of Finland.
The discussions focused on the security situation in cyberspace in the context of Russia’s ongoing aggression against Ukraine. Both sides reaffirmed the need for stronger international coordination to address the challenges and threats arising from what has become the first cyber war in modern history, launched by the Russian Federation.
The sides underscored the importance of swift information and expertise exchange on cyberattacks and confirmed their determination to strengthen bilateral cooperation mechanisms. The Finnish side commended the current level of partnership on cybersecurity and resilience and expressed support for Ukraine’s initiative to launch a bilateral cyber dialogue as a platform for the practical engagement of all national stakeholders in the cybersecurity domain, including the defence forces of both countries.
The Finnish partners further informed about ongoing efforts to expand the involvement of Finnish businesses in Ukraine’s recovery and reconstruction projects. Deputy Minister Demokhin, in turn, invited Finland to join the group of states participating in the Tallinn Mechanism.
Among the priority areas of future cooperation identified by both sides are: the launch of a bilateral cyber dialogue, implementation of joint projects on critical infrastructure protection, and the advancement of 5G, cloud, and satellite technologies.
During his visit, the Deputy Minister also met with representatives of the European Centre of Excellence for Countering Hybrid Threats (Hybrid CoE). The parties agreed to step up cooperation in the field of professional training for relevant specialists and to deepen the exchange of practical expertise in countering hybrid threats in cyberspace.
As part of promoting public-private partnerships, the Deputy Minister also met with the leadership of Nokia in Helsinki. Both sides expressed interest in strengthening cooperation in innovative telecommunications technologies and digital infrastructure. Anton Demokhin expressed gratitude to the company for its technical assistance in ensuring internet access in school shelters in Ukraine.
Finally, the Deputy Minister invited Finnish partners to take part in the Third Kyiv International Cyber Resilience Forum 2026, to be held in Kyiv.
