On 4 November 2020, First Deputy Minister Emine Dzhaparova addressed the 130th meeting of the Committee of Ministers of the Council of Europe.
Emine Dzhaparova stressed the importance of taking measures to restore the authority of the Council of Europe after Russia's unconditional return to the PACE. The First Deputy Minister drew attention of the participants to the consequences of Russia's ongoing aggression against Ukraine, Russia's systematic persecution of all those standing against Russia's occupation of part of the territory of Ukraine, and Russia's blockade as an occupying power of access to occupied Crimea for international monitoring mechanisms.
She also reminded about Russia’s responsibility for ensuring the diligent fulfillment of its international obligations, which the Council of Europe undertook after the initiative to create circumstances for Russia’s unconditional return to the PACE.
Emine Dzhaparova appealed for an honest and frank discussion about the future of the European Convention on Human Rights, the seventieth anniversary of which is being celebrated by Europe today, in order to ensure its effective implementation in the long term.
Ukraine also supported the "Declaration of the Greek Presidency of the Committee of Ministers: Responding Effectively to the Public Health Crisis with Full Respect for Human Rights, Democracy and the Rule of Law", which reaffirms commitment to democratic standards, human rights and the rule of law.
