The Ministry of Foreign Affairs of Ukraine welcomes the signing of the Declaration of Principles between Governments of the Democratic Republic of the Congo and the Republic of Rwanda on April 25, 2025 in Washington. We consider this event as another important step towards the earliest possible restoration of peace and stability in the Great Lakes region in accordance with the provisions of the UN Security Council Resolution 2773 (2025).

We note the special importance of the diplomatic initiative of the United States of America, thanks to which the conclusion of the aforementioned Declaration became possible in an extremely short period of time.

We would like to especially note the constructiveness of the negotiations that took place at earlier stages between the parties to the conflict under the auspices of the African Union within the framework of the Luanda and Nairobi processes, and also highly appreciate the mediation efforts of the State of Qatar, which, in its turn, made a significant contribution to ending the war in the East of the Democratic Republic of the Congo.

We believe that strict observance by all parties to the conflict in the East of the DRC of the fundamental principles of the international law, respect for the sovereignty and territorial integrity of states, non-interference in the internal affairs of countries, as well as the peaceful resolution of conflicts are the basis for ensuring lasting peace and regional security.

We hope that the Democratic Republic of the Congo and the Republic of Rwanda will agree and sign a Peace Agreement in the coming weeks, which will mark the end of the long-standing armed conflict, open the way for the return of refugees and internally displaced persons, and promote economic stability and growth.
