The Ministry of Foreign Affairs of Ukraine welcomes the adoption by the Parliamentary Assembly of the Council of Europe of the resolution “Russia: new threats to European democracies”, which sends a powerful signal of Europe’s unity in the face of Russia’s growing multidimensional threat.

The Assembly clearly states that Russia’s aggression against Ukraine is a key factor destabilizing security across the entire continent. The resolution condemns Russia’s missile and drone attacks on Ukraine’s civilian infrastructure, incursions of Russian aircraft and drones into the airspace of Council of Europe member states, cyberattacks and disinformation campaigns, as well as direct interference in electoral processes of European states.

Of particular importance for us is that the Assembly:

• confirmed that no peace negotiations can take place without Ukraine’s participation and without respect for its sovereign right to the future, including integration into the EU and other unions;
• called for enhanced support for Ukraine in the areas of human rights, democracy, and rule of law, in particular within the Council of Europe Action Plan for Ukraine “Resilience, Recovery and Reconstruction” (2023–2026);
• emphasized the importance of an international accountability system for Russia’s crimes, including the Special Tribunal for the Crime of Aggression against Ukraine, the International Claims Commission, and the Compensation Fund;
• urged member states and partners to further strengthen sanctions pressure and diplomatic isolation of Russia, as well as to counter sanctions evasion.
