Anton Demokhin held talks with the Polish delegation during the OSCE Conference on Cybersecurity

Anton Demokhin, Deputy Foreign Minister, Chief Digital Transformation Officer held talks with Mr. Marcin Domagała, representative of the Ministry of Digital Affairs of the Republic of Poland, as well as with the Polish delegation during the OSCE Conference on Cybersecurity — including H.E. Marek Szczygieł, Permanent Representative of Poland to the UN and International Organizations in Vienna and Chair of the OSCE Informal Working Group on Cybersecurity, and Ms. Joanna Pawełek-Mendez, Coordinator for International Cyber Policy of the Polish Ministry of Foreign Affairs.

The meetings took place within the framework of Anton Demokhin’s working visit to Finland, where he participated in the annual OSCE Cyber/ICT Security Conference “Resilient Cyberspace: Principles, Partnerships, and the Path Ahead”, held in Helsinki from 30 September to 2 October 2025.

During the discussions, the sides addressed a wide range of issues concerning Ukrainian-Polish cooperation in the field of cybersecurity, focusing primarily on the protection of state institutions and critical infrastructure. The Deputy Minister thanked the Polish side for its assistance in ensuring the continuity of Ukraine’s critical infrastructure, as well as for the continued financing of Starlink satellite terminals, stressing their crucial importance for maintaining uninterrupted communications for both the military and civilian infrastructure, including hospitals and schools.

Both sides highlighted the importance of mutual support in building the Ukrainian-Polish cyber partnership, strengthening resilience, and enhancing the cybersecurity of both states. In this context, they underlined the need for further inter-agency cooperation, deepening collaboration in countering cybercrime, expanding expert dialogue, creating formats and platforms for sharing experience and operational information, and enhancing the qualifications of IT and cybersecurity specialists.

The interlocutors also discussed the current state and prospects of bilateral cooperation in the field of modern digital technologies, quantum cryptography, artificial intelligence, and digitalization. Particular attention was devoted to cooperation within the framework of the Tallinn Mechanism, including the possibility of expanding the group of participating countries.

Ukraine and Poland agreed to join efforts to raise international awareness of the targeted and destructive cyber activities of the Russian aggressor and the scale of threats it poses to regional and global security. In this context, Anton Demokhin emphasized Ukraine’s readiness to present evidence of Russia’s cyber aggression against both Ukraine and other European countries.

Furthermore, the parties agreed to step up their engagement within the OSCE framework in order to develop effective mechanisms for ensuring accountability for violations of the norms and principles of responsible State behaviour in cyberspace. The Deputy Minister also urged the Polish partners to support efforts aimed at achieving international recognition of cyberattacks against civilian infrastructure as war crimes.

The Ukrainian side also invited the Polish delegation to participate in the Kyiv International Cyber Resilience Forum 2026.
