The Ministry of Foreign Affairs of Ukraine welcomes the adoption by the Board of Governors of the International Atomic Energy Agency of the resolution “Consequences of Instability of Energy Infrastructure Critical for the Safety and Security of Nuclear Power Plants in Ukraine”.
With this decision, the Board of Governors clearly stated: attacks on the energy infrastructure of Ukraine, in particular on electrical substations and other elements that provide external power supply to nuclear power plants, pose a direct threat to nuclear and physical nuclear security. The resolution also confirms the importance of the missions of the IAEA to assess risks and damage to energy infrastructure facilities critical to the safe operation of nuclear facilities.
Ukraine is grateful to the member states of the Board of Governors for their practical understanding that targeted attacks on electrical substations and network nodes, on which the power supply of safety systems at nuclear sites depends, are an attempt to create the prerequisites for emergency scenarios, including the risk of a complete loss of external power supply.
Minister for Foreign Affairs of Ukraine Andrii Sybiha noted in this regard: “The decision of the Board of Governors is not about political declarations, but about preventing a catastrophe. Russia’s attacks on substations and network nodes that power nuclear facilities are nuclear terrorism. Everyone who contributes to the planning and implementation of such attacks must be held accountable. We have reason to believe that structures of the Russian state nuclear sector, including “Rosatom”, are involved in this process. Sanctions against “Rosatom” should be a logical next step”.
