On August 13, 2026 Russian dictator Putin made a demonstrative visit to the island of Etorofu, which is part of Japan’s Northern Territories temporarily occupied by the Russian Federation.

We consider this provocative step as another expression of defiance by the Russian leadership towards Japan, as well as a deliberate attempt to intimidate, increase tension, and legitimize the illegal occupation. Amid aggressive rhetoric and threats emanating from the Kremlin, this visit underscores once more that the Russian regime perceives constructive gestures not as an opportunity for dialogue, but as a weakness to be exploited for further escalation.

Russia understands only the language of force. No demonstrative visits by the Russian leadership, decades of occupation, or propaganda can alter the obvious: Etorofu and other islands of the Northern Territories are an integral part of Japan. Japan's sovereignty over these territories is firmly rooted in historical facts and international law. Occupation does not establish legal rights, and the passage of time does not transform illegality into law.

Ukraine’s stance on the Northern Territories of Japan is clear and unwavering. In October 2022, the Verkhovna Rada of Ukraine adopted a corresponding appeal to the international community, and the President of Ukraine signed Decree No. 692/2022 "On the Issue of the Northern Territories of Japan."

From Europe to the Pacific, the Russian Federation pursues the same aggressive, revisionist policy and employs identical imperialistic methods - attempting to alter borders by force and compelling the world to accept the consequences of its illegal actions. Ukraine knows this Russian tactic all too well. It must not succeed either in Europe or in the Pacific region.

The Ministry of Foreign Affairs of Ukraine expresses its full solidarity with Japan and highly appreciates its principled stance in support of Ukraine’s sovereignty and territorial integrity, as well as its significant assistance to our state in countering Russian aggression.

We call upon international partners to increase political, diplomatic, and economic pressure on the Russian Federation, including through the further expansion of sanctions, until Russia ceases the temporary occupation of other nations' territories, restores respect for the territorial integrity and sovereignty of states, and returns to compliance with international law. No occupation must ever become the new normal.
