On November 21-22, 2023, the Special Representative of Ukraine for the Middle East and Africa Maksym Subkh paid a working visit to the Arab Republic of Egypt, where he held talks with the President's adviser on national security  Faiza Abou el-Naga and the Deputy Minister of Foreign Affairs for Arab and European Affairs Muhammad Al-Badri.

Maksym Subkh expressed his gratitude to the Egyptian side for the comprehensive assistance provided during the evacuation of Ukrainian citizens from the Gaza Strip and emphasized that priority must be given to providing security and protection for the civilian population in the current confrontation between Israel and armed groups, affiliated with HAMAS.

During the meetings, the Special Representative provided detailed explanations regarding the development of the security situation in Ukraine, with an emphasis on the criminal actions of the Russian Federation against the Ukrainian civilians and the daily destruction of civilian and critical infrastructure facilities. He highly appreciated Egypt's consistent support for the territorial integrity and sovereignty of Ukraine, particularly within the framework of the UN. Maksym Subkh called on Cairo to join other participants on the upcoming events in the context of the implementation of the key points of the President Volodymyr Zelenskyy’s Peace Formula, aimed at achieving a comprehensive, just and sustainable peace in Ukraine.

The parties stated the identity of their approaches regarding the existing challenges in ensuring global food security and restoring the uninterrupted functioning of the Black Sea Grain Initiative. Egyptian high-ranking officials noted the relevance of the "Grain from Ukraine" humanitarian program aimed at providing assistance to the most vulnerable countries in Africa and Asia, and emphasized the importance of holding the "International Summit on Food Security 2023" in Kyiv on November 25.

As part of the meetings, the ways of further development of the political dialogue between Kyiv and Cairo were discussed, including through the activation of consultative mechanisms, in particular, at the level of foreign ministries. The parties also comprehensively discussed the prospects for deepening bilateral cooperation in the fields of trade, economy, agriculture, energy, IT and education.

During his stay in Cairo, Maksym Subkh visited the headquarters of the League of Arab States, where he held talks with Deputy Secretary General Said Abu-Ali.

The Ukrainian diplomat emphasized the principled position of Ukraine regarding the condemnation of any manifestations of violence and terror, as well as Ukraine's commitment to the further promotion of the Middle East peace process in order to implement the principle of two states, Israel and Palestine, coexisting in peace and security on the basis of the relevant resolutions of the Security Council and the UN General Assembly, norms of international law and the UN Charter.
