We, the participants of the International Crimea Platform,
Continue to firmly uphold and affirm our unwavering support for the sovereignty, independence and territorial integrity of Ukraine within internationally recognised borders as of 1991, including its territorial waters. The Autonomous Republic of Crimea and the city of Sevastopol are and will remain integral parts of Ukraine. We believe that the restoration of the territorial integrity of Ukraine will be a crucial step for the restoration of a comprehensive, just and lasting peace for Ukraine,
Condemn in the strongest possible terms Russia’s unprovoked, unjustified and illegal full-scale military invasion of Ukraine on 24 February 2022, which became the expansion of Russia’s aggression against Ukraine that has been ongoing since 19 February 2014, and urge the Russian Federation to comply with the legally binding order of the International Court of Justice of 16 March 2022 and to immediately stop any military hostilities and violence and call for the immediate, complete, and unconditional withdrawal of all its forces and military equipment from the entire territory of Ukraine within its internationally recognised borders, of which the Autonomous Republic of Crimea and the city of Sevastopol are integral parts,
Reiterate that Russia bears full responsibility for the war of aggression it has started against Ukraine and all those responsible for war crimes must be held accountable. Russia’s war of aggression against Ukraine has far-reaching consequences and negative impacts on global peace and security far beyond Ukraine and the European continent,
Emphasise our support for the key principles and objectives of the Peace Formula, including restoration of territorial integrity of Ukraine within internationally recognised borders, including its territorial waters, which is the only tool to achieve a comprehensive, just and lasting peace for Ukraine,
Re-iterate our non-recognition of Russia’s attempted illegal annexation of the Autonomous Republic of Crimea and the city of Sevastopol, as well as parts of Donetsk, Kherson, Luhansk and Zaporizhzhia regions of Ukraine, which blatantly violates the principles and purposes of the UN Charter and constitutes a direct threat to international security with grave implications for the international rules-based order. The Autonomous Republic of Crimea and the city of Sevastopol, as well as Kherson, Zaporizhzhia, Donetsk and Luhansk regions are integral parts ofUkraine,
Express solidarity with the residents of the territory of the Autonomous Republic of Crimea and the city of Sevastopol, temporarily occupied by the Russian Federation,
Condemn the ongoing persecution by the Russian occupation authorities in the Autonomous Republic of Crimea and the city of Sevastopol against residents for their pro-Ukrainian stance and determination to preserve their Ukrainian identity,
Welcome the release of Crimean political prisoners Nariman Dzhelyal and Leniye Umerova,
Condemn politically motivated persecution of Ukrainian citizens residing in the territory of the Autonomous Republic of Crimea and the city of Sevastopol temporarily occupied by the Russian Federation, their unlawful detention in the temporarily occupied territory of Ukraine and Russian penitentiary facilities, and the failure to provide adequate conditions of detention, which has led to significant health problems for prisoners of war resulting from the aggression of the Russian Federation against Ukraine, including Iryna Danylovych, Amet Suleimanov, Servet Haziiev, Oleksandr Syzikov, and others,
Condemn forced relocation and deportation of Ukrainian civilians, including children, illegal adoption in the territory of Russia and the transfer of Ukrainian children from one national group to another, including by forcibly granting them Russian citizenship,
Condemn the ongoing erasure of Ukrainian identity in the Autonomous Republic of Crimea and the city of Sevastopol by the Russian Federation’s occupation administration and the destruction of cultural heritage sites of global significance, including the National Reserve "Chersonesus Taurica" and the Khan's Palace in Bakhchisarai,
Condemn persecution of and discrimination against members of the indigenous Crimean Tatar people and the prohibition and criminalisation of their legitimate representative bodies, which deprive them of the possibility to freely express, preserve and develop their identity and to maintain and develop their culture. Acknowledge the pivotal role of Crimean Tatars, the indigenous nation of Crimea, and their legitimate representative body Mejlis, in these resistance efforts,
Emphasize that the ongoing militarisation of the Autonomous Republic of Crimea and the city of Sevastopol since the beginning of its attempted annexation and temporary occupation by the Russian Federation in February 2014 is escalating and poses a threat to the security of the entire region,
Draw attention to the illegal religious persecution in temporarily occupied territory of the Autonomous Republic of Crimea and the city of Sevastopol, including Russia's pressure on independent Muslim communities and the Orthodox Church of Ukraine, as well as the destruction of religious sites such as the Cathedral in Simferopol and the Holy Cross Exaltation Church in Yevpatoria,
Note that recent events confirm that Russia’s illegal activities in the Black Sea create not only military, energy and food security threats but also hamper freedom of navigation and pose significant environmental risks and harm, and can cause damage for all countries around the Black Sea,
Highlight that through its economic activities and the export of stolen goods, Russia is exploiting the Crimean Peninsula to finance its war of aggression against Ukraine,
Express respect for resistance movement activists who risk their lives daily by raising awareness, providing accurate information, documenting the crimes of the Russian occupants, and organising acts of civil disobedience,
Reiterates its call for the full and effective enforcement of sanctions and for further means and measures to counter their circumvention, including through third countries. The participants of the International Crimea Platform remain ready to step up pressure on Russia and those who support the armed aggression against Ukraine, including by adopting further sanctions.
Reiterate its call for the release of all political prisoners and other illegally detained persons who, even under inhumane conditions, demonstrate resilience and resistance to the Russian temporary occupational regime.
Crimea is Ukraine.
