Andrii Sybiha held a meeting with UN Under-Secretary-General for Safety and Security Jeanine Hennis-Plasschaert
20 August 2026 21:35

On 20 August, Minister of Foreign Affairs of Ukraine Andrii Sybiha held a meeting with United Nations Under-Secretary-General for Safety and Security Jeanine Hennis-Plasschaert, who is paying her first visit to Ukraine.

Andrii Sybiha underscored the necessity of ensuring the uninterrupted work of the United Nations in Ukraine and recognized the significant role played by the United Nations Department of Safety and Security in supporting the Organization's humanitarian activities.

The Head of the MFA briefed on the systematic Russian attacks on humanitarian missions and facilities, which obstruct the delivery of aid and pose a direct threat to humanitarian personnel. In recent months, Russian forces have attacked convoys of the United Nations Office for the Coordination of Humanitarian Affairs (OCHA) and the United Nations World Food Programme (WFP), and have carried out targeted strikes on warehouses belonging to the Office of the United Nations High Commissioner for Refugees (UNHCR), the WFP, the World Health Organization (WHO), and the Ukrainian Red Cross .

In this context, the parties discussed ways to strengthen the security of UN humanitarian operations in Ukraine. The Minister emphasized the need to establish appropriate security conditions that would enable humanitarian personnel to continue their work without threat to their lives, and would allow all Ukrainians in need of support to receive the essential assistance without obstruction.

Andrii Sybiha pointed to yet another vivid demonstration of Russia's complete disregard for the United Nations, its Charter, and the principles of international law. On the night of 20 August, while two UN Under-Secretaries-General – Jeanine Hennis-Plasschaert and Tom Fletcher – were in Kyiv, Russia launched a massive missile and drone attack against Ukraine.

The Minister also highly appreciated Jeanine Hennis-Plasschaert's readiness to witness firsthand the realities faced by Ukraine's frontline regions. During her stay in Ukraine she visited, in particular, Nikopol, a city located just a few kilometers from the front line. The UN Under-Secretary-General thus became one of the few senior officials to have visited an area of such high risk and to have seen for herself the conditions in which Ukrainians live and humanitarian personnel work.

Following the meeting, the parties agreed to continue close cooperation to preserve the uninterrupted and effective operation of the United Nations in Ukraine and to ensure the necessary support for the Ukrainian people amid Russia's ongoing armed aggression.
