Deputy Minister of Foreign Affairs of Ukraine Olexandr Mischenko held a meeting with Minister of State at the Federal Foreign Office of Germany Florian Hahn.
During the talks, the sides discussed the current political, security and domestic situation in Ukraine amid Russia’s ongoing aggression, as well as further steps to advance Ukraine–Germany cooperation.
The interlocutors commended the outcomes of the inaugural meeting of the Ukraine–Germany Intergovernmental Consultations, held on 14 April 2026 in Berlin under the co-chairmanship of President of Ukraine Volodymyr Zelenskyy and Federal Chancellor of Germany Friedrich Merz. It was noted that the resumption of this format after more than a 20-year pause opens a new chapter of trust and pragmatic cooperation between the two states.
Special attention was paid to the signing of the Joint Declaration on Strategic Partnership, which formalises relations between Ukraine and Germany at a new level. The document provides for regular intergovernmental consultations, as well as the launch of a “2+2” format involving the ministers of foreign affairs and defence, which will facilitate a quicker response to shared security challenges.
Olexandr Mischenko commended the readiness of the German side to deepen political coordination and continue its support for Ukraine, in particular through the development of interparliamentary dialogue and interregional cooperation. In this context, the sides agreed to consider the possibility of establishing a new twinning partnership between one of Ukraine’s regions and the Free State of Bavaria.
Significant attention was also devoted to military and technical cooperation and strengthening Ukraine’s defence capabilities. The Ukrainian side underscored the importance of Germany’s continued participation in the implementation of the PURL initiative, which has proven its effectiveness as a mechanism for supplying the Defence Forces of Ukraine with the necessary weapons and equipment.
The sides also discussed prospects for economic cooperation, particularly the involvement of German businesses in Ukraine’s reconstruction, the expansion of investments, and the implementation of joint projects. Ukraine is interested in deepening partnerships with German companies, primarily in the areas of recovery, investment, and the defence industry.
For his part, Florian Hahn reaffirmed Germany’s unwavering support for Ukraine and its readiness to further develop bilateral relations.
The German delegation was also presented with an exhibition of modern Ukrainian weapons systems displayed at the Ministry of Foreign Affairs of Ukraine.
Following the meeting, the sides agreed to maintain an active dialogue on current agenda issues and to continue coordinating practical cooperation between Ukraine and Germany.
